Omlouvám se, já jsem tam měl překlep. Není to 1,5, nýbrž 1,05 mld. USD. Ta 1,5 miliarda to právě byla jejich dolarů. Ale ano, je to docela dost, prakticky 2x tolik co doposud. Zdražení materiálů je ale i více než 100%, PHM již 1/4 atd. Ale nestudoval jsem to do detailu. Ostatně v EU Je hodně projektů i veř. zájmu, které nyní zpomalují, protože jaksi smluvní cena je, ale neodpovídá realitě na trhu.

Díky, to jsem mezitím dohledal, že 1,5 mld. NZD, ono i tak... ale co já tomu rozumím, jiný kraj, jiný mrav, a že tenhle je opravdu daleko :).

NZ sestavil silniční program prostřednictvím rozšíření Národního dopravního plánu pro území Whanganui na severním ostrově. Za vyčíslené práce v propočtu 911,2 mil. USD se mj. zrealizují práce na SH 3 nedaleko Whangaehu, kde záplavy způsobují problémy a komplikují údržbu silničního tahu. Ovšem zrealizují se taky práce na SH 4, kde je vícero sesuvů a taky záplav, které státní silnici degradují.


Dále jen krátká informace a sice na podporu rozvoje města Auckland se během 10 let investuje na 4 mld. místního dolaru a to do páteřní rychlé veřejné dopravy, integraci stávající veřejné dopravy, zmodernizuje se lehká, ale i těžká železnice, bus pruhy a napojení přístavů. Značí to tedy asi 280 mil. USD každým rokem pro toto město.

State Highway 59 switch confirmed for December

New Zealand’s newest state highway number will come into use on Tuesday December 7 2021, as preparations and improvements to the Wellington regional state highway network continue ahead of the opening of the Transmission Gully motorway.

Waka Kotahi NZ Transport Agency is renumbering the section of State Highway 1 (SH1) between Linden and Mackays Crossing as State Highway 59 (SH59), in advance of the opening of the new Transmission Gully motorway, which will become SH1.

In a joint initiative between government and Auckland International Airport, Waka Kotahi NZ Transport Agency led a project to improve the traffic flow rates to and from the airport. Ameer Bahho, Waka Kotahi project manager, said the driver for this project was not just improving connectivity to the airport and south Auckland, but being able to offer safer and more reliable transport choices, including public transport services. The job appeared straightforward; upgrading the road to accommodate two extra lanes dedicated to public transport and high-occupancy vehicles (three or more people), as well as supplementing it with a shared path for people walking or on bikes.

However, this was not simply a widening project. Instead, a completely new road was to be built using the old alignment.

From the very beginning, the project had an ambitious time frame – 19 months (two summers, one winter) were allowed for the construction phase as the America’s Cup yacht racing, scheduled for early 2021, was to bring thousands of visitors into the city from all over New Zealand and the world.

“In order to meet our 2021 time frame, we had to juggle a few balls to make it work,” said Bahho.

“We had to do a few things in parallel: consenting in parallel with land agreements, in parallel with legal agreements, and partner agreements, and so on. This was a challenge, but we were also required to look outside the box when it came to construction.

“We needed to accelerate the work to ensure it still met the time frame, without compromising quality or the safety of our crew and those using the road.

“We put the challenge out to the team. We wanted to see what changes could be made to the design, the contract – all our key drivers.

“It’s a story of collaboration and teamwork, to work as one to achieve the desired result.”

James Rooney, technical director for designers Aurecon, said the solution was found thanks to the one-team approach between the contractor, designer, and clients.

“There were no walls between divisions, and we approached the project with open minds and honesty.”

In fact, Rooney says the contract was rewritten to become a cost-reimbursement contract. “It’s like a mini-alliance but with fewer overheads,” he explained.

The solution that would deliver the desired time-saving result was a surface pavement redesign, facilitated by GPS machine control from Trimble.

Project manager Richard Anthony, of contracting firm Fulton Hogan, said that instead of the usual three stages of road building, where first one side of the road is constructed, then the other, before the middle is completed to tie them together – the new approach entailed just two stages.

“We started by doing a traditional widening on one side, with a temporary pedestrian and cycle path running down alongside, but once we reached a certain stage, we started working in the middle of the road, which is quite unusual.

“Normally, you like to have two sides to tie in to before you start doing the middle piece of work.

“We went through quite a few trials with the designers and clients to come up with a method that would allow us to construct the road during the night and reopen it each morning.

“We went to an asphalt option, which enabled us to mill to the new final profile and then lay the asphalt through.”

This was not an overlay or a mill and replace, he said. “We had a complete change of level in places, of up to 1.6m.”

The project began in January 2020, but within a few months, the outbreak of COVID-19 threw a spanner into the works. However, the project team quickly adjusted to new health and safety rules, instigating social distancing and other safety measures onsite.

“We didn’t focus on the challenges Covid presented, but the opportunities,” said Bahho.

“There was lower demand on the network as a whole, and when you’re trying to do a road project, your biggest risk onsite is always live traffic. So, right away, our biggest risk dropped significantly.

“With lower traffic demands, we were able to do things differently. Rather than working behind cones and enclosures, we started closing the road at night, which allowed us to create a much safer working environment by eliminating the live traffic aspect. It also improved efficiency.”

Anthony said the team was able to use total night-time closures for eight months, allowing the construction crew to work across the whole road and ensuring that the time spent onsite was much more productive.

“We would close the road in the evening – keeping one lane open with the aid of a stop/go sign. Then we’d take a bit of the old road out, put a new bit in, build a ramp for traffic to transition between the two, and open the road to traffic again in the morning.

However, Anthony said that the new road and the old road didn’t align at all: “This made things exciting. But this is where the Trimble technology came into its own.”

The 2m-wide mill would take out up to 400mm of the old road, in places right down to the clay, where the original lime-stabilised base was in good condition – in fact, better than expected. However, the mill would cut to the correct level for the new pavement to be laid at 390mm thickness.

“It would auto-adjust as needed. This meant we were putting the correct thickness of pavement back in, so when it came to laying the final level (two layers of asphalt), it was straightforward.

“With the Trimble technology we could achieve accuracy of 10mm or better, in fact, we were usually within 5mm, which, considering the size and type of equipment we were using, was amazing.

“Line marking would take place at the end of each week – we used cones to delineate the lanes during the week.

“Fortunately, our method of construction isn’t as weather dependent as traditional road building,” says Anthony. “The night shift, which ticked over more than 100 shifts, only lost five shifts due to rain.”

Bahho adds, that with a shortened construction season (a whole summer was lost), every trick in the book was explored, including weekend road closures, known to the team as ‘super weekends’.

“On this project we ended up doing three super-weekends, where we shut down the road completely over a 48-hour period. This has never been done before on major state highway right next to an international airport.”

But while lockdown-induced lower traffic volumes were helpful, adjusting to the new rules around lockdown took a good chunk of the late-summer weather.

There were other unexpected challenges to deal with as well. Upgrading the junction at the Manukau Memorial Gardens required particular care. The cemetery serves a large Pacific Island community and frequently sees large funerals and numerous visitors throughout the day and night.

“We had to be sympathetic to the needs of the community, ensuring they were still able to access the cemetery, to bury and visit their dead in the way they needed to,” said Anthony.

He is quick to stress that collaboration between the players is what has led to the success of this project. “The clients are happy because we’ve gone and done what we said we’d do.”

“We had a couple of big but simple ideas, plus 100 other small ones, that enabled us to deliver.

“Doing the project in two stages saved about three months and installing wick drains in the fill over the poor soils near the Manukau Memorial Gardens reduced the settlement time from three months to just one. Together, these two initiatives saved five months on the programme.

“But the collaboration between the team can’t be underestimated. Having Aurecon on board and onsite helped us to make quick sensible decisions. Working closely with Trimble and utilising its total station control to get the millimetre tolerances we required was paramount.”

Rooney agreed. “The gains we’ve made using this technology is something every client should be interested in. Yes, it has cost more, but that isn’t the driver here. While around 30% more expensive than originally budgeted, we have seen five months in time savings. That’s phenomenal.

“So, while it’s cost more, the client has had the job finished sooner, which is good for the public.”

Faster and safer

Jan du Preez, of survey subcontractor Terramatrix, explained that without the Trimble GPS technology, the project would have taken longer and had higher surveying costs. “With live traffic going through the site, there was just no way to have traditional survey methods employed here. We had to look at different ways to do it.

“So, we got machine-controlled plant onsite, and it’s worked like a dream,” he said.

“We’ve run GPS machine control for all our excavators doing bulk earthworks, as well as robotic total stations with the dozers and the graders on the paving and layer works.”

For GNSS corrections, the team chose to have a Trimble GNSS Real-Time Kinematic fixed base station onsite. It has a dedicated channel so only the people onsite can log onto it and all the machinery worked off the same corrections.

Du Preez said that the team is “…pretty exclusive” on Trimble gear onsite: “The mills and the pavers all run with Trimble total stations – SPS930s – and most of the machinery onsite is using Trimble grade control. Even the drain layers are using the Trimble digital levels.

“The technology was great in overcoming some of the challenges we had onsite – things like live traffic, steep batters and slopes on the side of the road, and working at night. It could have been laid out traditionally, with survey stakes with level controls on, but it would have been survey-heavy and resource-heavy, with a lot of downtime for the machinery.

“However, the technology allowed us to load the models into the machines, and the guys could continue working day and night, able to confidently move from one area to the next without having to wait for surveyors,” said du Preez.

“It also meant there were fewer people running around between machines and live traffic, putting in pegs and checking levels.”

Having fewer people onsite also helped with ensuring social distancing between workers.

“The technology made this project a lot faster and a lot safer.”

Auckland Airport

Auckland International Airport is the largest and busiest in New Zealand. It is located close to the suburb of Mangere, around 21km from Auckland’s city centre. It is one of only two airports in New Zealand able to handle large-bodied airliners such as the Airbus A380, the other being Christchurch Airport, although Auckland Airport handles most of the country’s international flights. Before the pandemic hit, Auckland Airport handled some 21 million passengers/year.

The airport was first used by aircraft in 1928 when it was known as Mangere Aerodrome. It was not until the 1960s that it was expanded to become Auckland’s main airport, having its official opening in early 1966 although international flights had actually commenced in late 1965. The current extended airport was constructed largely on reclaimed land and further development is planned to boost capacity.

:arrow: Warkworth - Puhoi (18,5 km dálnice severně u města Auckland) se má odevzdávat do provozu v 05/2022. Realizace byla formou PPP. Vše je v tématu k dohledání.

Z toho plyne, že se letos zvětší o min. 45,5 km anebo 12%. Respektivě bude v provozu 85% plánované sítě.

Ještě dodám, že infrastrukturní agentura (silnice, železnice) by ráda dosáhla v bezpečnosti silničního provozu v roce 2050 cílový stav: 0 mrtvých u dopravních nehod.

sledovaná stavba je v provozu

Dne 30.3. se do provozu odevzdala 27 km dlouhá dálnice Transmission Gully Motorway. Nachází se na severu hlavního města Wellington a tvoří obchvat Porirua a dalších pobřežních komunit. Dálnice prochází hornatým terénem. Tím se nabízejí i z toho jak jsem to zachytával ve vlákně nádherné scenérie. Výstavba trvala 8 let, původně měla být v užívání v roce 2020, což narušila pandemie COVID-19 a technické testování. Je to zároveň největší PPP projekt ve státě.

Dálnice je po novém součástí State Highway 1, stará silnice podél pobřeží se přečíslila na SH 59.

Další měsíc by se tedy měla odevzdávat do provozu i 18,5 km dlouhá dálnice s názvem Auckland Northern Motorway od Puhoi do Warkworth. Dálnice prochází obtížným hornatým terénem. Puhoi je asi 30 km severně od Auckland.

Výše uvedený dálniční projekt Auckland Northern Motorway od Puhoi do Warkworth se nebude otevírat v provizoriu, nýbrž se řádně dokončí. Tím se ale posune otevření zpátky do roku 2023. Hlavním důvodem jsou časové posuny pro pandemii a taky pro nedostatek komodit.

Mj. se zvedla cena a sice 567,8 mil. USD. Původní cena byla 456,5 mil. USD. Dálnice mešká pro právní, technické a i finanční aspekty, ale řádně se pokračuje v plnění cíle pro dostavbu. Jen se posune datum z posledně uvedeného půlrok 2022 na rok 2023.

Tak nakonec se uplynulé dny do provozu dostal 2 km úsek z budované dálnice Puhoi - Warkworth u města Auckland. (18,5 km) Usnadnilo se tím napojení na SH1 v lokalitě. Úsek byl hotov a není důvod ho odkládat se zprovozněním o další pololetí. :ok:

NZ sestavil silniční rozpočet do roku 2030. Na tento segment hodlá utratit v propočtu 1,92 mld. USD. Dalších 3,6 mld. USD pak vynaloží na projekty ve veřejné dopravě. A dalších 1,6 mld. USD se dostane na ostatní hlavní infrastrukturní práce. Tyto dopravní projekty sníží cestovní časy ve státě, sníží náklady na PHM a zredukují nutnost zvětšování rozsahu osobních motorových vozidel.

Největší město Auckland plánuje cyklistické investice ve výši 196 mil. USD v nejbližších 10 letech. Peníze se rozhodně utratí, protože tamní komise plánuje projekty, které zajistí výstavbu 260 km nových cyklocest, které vyjdou na 1,1 mld. USD. Část z nich se zapracuje do stávající infrastruktury. Tudíž se budou tyto práce pak prolínat.

Vzhledem k tomu, že již je rok 2022, tak se bavíme o celkových státních investicích pro dopravní politiku NZ na úrovni asi 1 mld. USD ročně.

VINCI awarded contract for the Penlink project in north Auckland, New Zealand

• Conception and construction of a new 7 km road, including New Zealand first extradosed 1 bridge
• Contract worth NZD 510 million (€305 million)

Waka Kotahi NZ Transport Agency have appointed HEB Construction, a VINCI Construction subsidiary based in New Zealand, as part of the consortium formed with Fulton Hogan, Aurecon, Tonkin + Taylor, for the design and construction of the Penlink project in north Auckland. The Penlink project will provide a vital connection in the region that will provide better, safer and more reliable transport options. The contract is an “Alliance” type, creating an integrated team including the designer-constructor consortium and Waka Kotahi.

The NZD 510 million (€305 million) project will include the construction of a 7km two-lane highway with a separate shared path for pedestrians and cyclists, as well as six bridges, including New Zealand’s first extradosed bridge.

The design and construction chosen methodologies will allow a reduction of up to 20% of carbon emissions compared to a traditional design. A lowered entrance to the 550m extradosed bridge will better fit with the landscape and enable 235m to be trimmed off the overall crossing, reducing the amount of steel and concrete required. The crossing was designed with a reduced number of piers in the Wēiti River from three to two to reduce the environmental impact.

The alliance has worked on improving the recycling of construction materials, utilising renewable energy sources, and harvesting rainwater.

The Penlink design was also developed to protect a wide range of flora and fauna through preliminary investigations and continuous environment monitoring will be carried on until completion in late 2026.

1 An extradosed bridge is a hybrid between balanced cantilever post tensioned box guider and a cable stay bridge. The bridge deck support is provided from both internal post tensioning strands within the box girder and external cables resulting in an overall more efficient design for medium to long span bridges.

Dnes se do provozu odevzdává obchvat města Hamilton, součást Waikato Expressway. (upgrade SH 1) Investice činila skoro 840 mil. dolarů. Waikato Expressway tak měří 102 km. Tento úsek, který se odevzdává do provozu měří 21,8 km a dokončil se tím tento 4- pruhový tah.

Na Novém Zélandu se situace v oblasti bezpečnosti silničního provozu zhoršila, v roce 2021 došlo k vážnějším zraněním a úmrtím než v roce 2020. Oficiální údaje ukazují, že v roce 2021 bylo na silnicích 2 323 vážných zranění (+6,8%) a 320 úmrtí. V roce 2020 bylo 2 175 vážných zranění a 318 úmrtí. (+0,6%)

Nové práce na dopravní infrastruktuře na Novém Zélandu přispějí k podpoře cest a zejména aktivního cestování.

Nový plán navržený pro největší město Nového Zélandu, Auckland, je zaměřen na snížení problémů s dopravními zácpami ve městě. Rozpočet 129,1 milionů $ (200 milionů NZ) by byl vynaložen na zlepšení plynulosti dopravy. Ještě působivější by byl rozpočet ve výši 1,29 miliardy dolarů (2 miliardy novozélandských dolarů) zaměřený na zlepšení udržitelné dopravy ve městě, s plánem na instalaci technologie nabíjení elektromobilů v domácnostech a také na rozšíření městských cyklistických zařízení a zavedení autobusů s nulovými emisemi do roku 2030.

Cílem projektu je snížit používání soukromých automobilů až o 50%, podpořit využívání veřejné dopravy a také zvýšit využívání dojíždění na kole ze současného minima 1% na přibližně 13%.

Mezitím musí být ještě zajištěn finanční balíček pro nový most ve městě Ashburton, který by měl stát 73,3 milionu USD (113,6 milionu NZ). Projekt dodá městu druhý most, který zajistí lepší dopravu do az města, které se nachází na jižním ostrově Nového Zélandu. Ještě je třeba provést podrobný návrh mostu, ale měl by být dokončen do roku 2025. Stavba by mohla začít v roce 2026, jakmile budou dokončeny projekční práce a bude zajištěno potřebné financování.

Na Novém Zélandu je plánován rozsáhlý program oprav silnic ve snaze vyřešit závadné silnice. Plány požadují, aby až 10 % silniční sítě bylo obnoveno nebo aby bylo možné využít významná zlepšení. Z vylepšení bude těžit celkem 2400 km silnic.

Práce plánuje Novozélandská dopravní agentura (NZTA) neboli Waka Kotahi. Velká část práce bude zaměřena na regiony Waikato a Bay of Plenty. Plány předpokládají, že v těchto oblastech bude zlepšeno více než 700 km jízdních pruhů. Jedná se o největší program oprav silnic, jaký kdy NZTA plánovala.

V zemi probíhá zhruba 10 let velký program modernizace silnic a infrastruktury, který řídí vláda. V současné době (2020) se na různých místech po celé zemi staví velké státní dálniční projekty v hodnotě přes 5 miliard dolarů. V závislosti na pokračujícím vládním financování je na příští desetiletí plánováno dalších 10 miliard dolarů velkých silničních projektů.

Vlády přitom musí mezitím řešit rekonstrukce poškozených silnic po zemětřeseních, což si často vyžaduje výstavbu nových silnic v novém vedení trasy atp. I proto se pozornost zaměřuje poslední roky především do příprav masivních oprav vozovek a mostů, aby se nestalo, že se postaví dálnice a dosavadní silnice nepřiměřeně zestárnou. Viz i předchozí příspěvek, kde se ohlásil záměr opravit 2,4 tis. km silnic.

V 11/2020 tady bylo v provozu asi 380 km dálniční sítě. Dalších cca. 80 km bylo ve výstavbě. Do konce této dekády měla mít dálniční síť cca. 500 km, po novém asi 516 km.

V 11/2022 je v provozu asi 430 km dálniční sítě. Po tom co se letos odevzdalo do provozu u dvou největších měst dva hlavní dálniční projekty. Nyní se něco málo staví.

Pokračování dálnice z Otaki do Levin. Výstavba se má uskutečnit v období 2025 až 2029. Postaví se 24 km dálnice. Na tomto projektu je ještě hodně práce, než se rozběhne, ale je zábavné dívat se na průlet předběžného návrhu! Psal jsem o tom posledně v létě 2021.



Je zajímavé, jak se za poslední desetiletí vyvíjely dálnice a rychlostní silnice Nového Zélandu. Není to tak dávno, co žádná dálnice nevedla mimo Auckland nebo Wellington.

V Aucklandu na Novém Zélandu byl vyhlášen stav nouze poté, co rekordní déšť způsobil rozsáhlé záplavy 27. ledna 2023. V období od 03:00 do 21:00 zaznamenala meteorologická stanice Auckland Albany 260,6 mm srážek; Auckland Motat 238,4 mm; a Auckland Māngere 242,0 mm.

"Toto je přibližně celý letní déšť (DJF) za jeden den! I při použití konvenčního počátečního času 9:00 při výpočtu denních srážek vznikají nové denní rekordy."





"Překonání předchozího denního rekordu srážek trvalo jen půl dne," uvedl Národní institut pro výzkum vody a atmosféry.

Hlavní silnice byly zablokovány záplavami, sesuvy půdy nebo uvízlými vozidly, což způsobilo vážné narušení dopravy v celém regionu Auckland. Mezinárodní terminál letiště Auckland byl uzavřen kvůli záplavám.

Na Novém Zélandu se počet úmrtí na silnicích v roce 2022 vyšplhal na 378, což je o 60 více než v roce 2021. Nový Zéland si vede špatně, pokud jde o bezpečnost silničního provozu, přičemž vláda země se snaží tento stav zlepšit a snížit roční počet obětí.
